Universal SEND support
Championing inclusion for every child and young person
Built through deep collaboration and partnership across the Bournemouth, Christchurch and Poole community, this toolkit shows our shared passion for learning together, celebrating what works and continually evolving as inclusive practitioners.
It reflects our collective commitment to the national call for inclusion - making sure that every child and young person in every setting has the opportunity to truly thrive.

Ordinarily Available Provision (OAP)
Within this universal section, you’ll discover the brand‑new Ordinarily Available Provision (OAP) toolkit that has been created to inspire and empower every practitioner, teacher, leader and member of support staff.
Its purpose is simple but powerful: to build confidence, strengthen knowledge and grow skill so that inclusion becomes a lived, vibrant reality in every environment across Bournemouth, Christchurch and Poole.
Practical strategies, shared expertise and a united belief that every child deserves to feel seen, valued and supported is at the heart of this resource.
A universal, inclusive and ambitious approach
A strong universal offer reflects the ethos, culture and everyday practice of a whole community that proactively removes barriers to learning.
This means:
- high‑quality, adaptive teaching and learning that meets diverse needs from the outset
- rich, carefully sequenced and accessible learning journey for every learner
- holistic opportunities that nurture wellbeing, belonging and engagement
- evidence‑informed strategies woven into daily routines and classroom practice

As inclusive practitioners, we understand that every child has different needs. That’s why our settings should be confident, flexible and responsive - adapting early and effectively, whether or not a young person has a formal diagnosis.
Our ambition is bold and clear: for every child’s lived experience to be positive, empowering and grounded in high expectations. Together, we are creating communities where inclusion is not just talked about, it’s actively lived, every day.

BCP Council Inclusion Lead Team - vision for inclusive settings
We see inclusive settings as communities, located as close to a child’s home as possible, where ambition is high, relationships are strong, and ordinarily available provision is consistently high‑quality. In these settings, all children are supported to feel that they belong, are safe, welcomed and valued, and are enabled to reach their full potential.
An inclusive setting places the child and family at the heart of all practice. Through their genuine partnership and co‑production with children, parents and carers, inclusive settings secure the best possible outcomes for every child, regardless of their starting point.
This website is a space where we learn from one another, celebrate progress, and stay connected in our shared commitment: ensuring that every child and young person has the best possible chance to succeed.
