The role of school governance in SEND

Every Governor, Every Trustee, Every Child

Governors and trustees are champions of inclusion.

Your leadership, questions, and commitment directly influence the life chances of children and young people. By holding high aspirations and ensuring excellent provision, you help open doors, remove barriers, and create schools where every learner can shine.

Supporting pupils with SEND is not the job of one person - it is the responsibility of the entire governing body or trust board. Every governor and trustee is a governor of SEND, because inclusion is a whole-school priority that underpins the success, wellbeing, and life chances of all learners.

    Why governance matters

Governors and trustees play a crucial strategic role in ensuring that every child, whatever their need, difference, or barrier, receives high quality, inclusive education. Your oversight shapes a school culture where children feel valued, supported, and able to thrive.

The role of governors and trustees is to:

    • champion inclusion at a strategic level so SEND is woven through school vision, policies, and practice
    • hold leaders to account for high quality teaching, early identification of needs, and equitable access to the curriculum
    • ensure statutory responsibilities are met in line with the SEND Code of Practice (2015) and the Equality Act (2010)
    • monitor resourcing and funding so SEND provision is effective, sustainable, and matched to pupil need
    • support the SENDCO and staff, ensuring they have appropriate training, capacity, and leadership backing
    • scrutinise data and impact, focusing on outcomes, attendance, behaviour, wellbeing, and preparation for adulthood
    • promote the voice of children and families, ensuring feedback shapes policy and decision making

While a board may appoint a link governor for SEND, every member share collective accountability. SEND is not a bolt on - it is part of safeguarding, curriculum, resourcing, behaviour, attainment, and overall school improvement.

When every governor understands SEND, governance becomes stronger, more informed, and more capable of driving inclusive excellence.
