The national context: 'Experts at Hand'
The BCP model is part of a growing national shift towards 'Experts at Hand' approaches, where specialist expertise:

- builds the confidence and capability of staff, rather than dependency
- works across education, health and care as one system
- prioritises early intervention and prevention
